how can i put guards in the gaurd tower. ive tried but the seem to not want to go into it. ive tried the putting on top action but it doesnt seem to work.
any hints?

Well, rightclick on the guard with the mouse, Then You can see him in 3D. Now use the pointers at Your keyboard press 9 (PgUp) to move him up, press 3 (PgDn) to move him down. The usual pointers to steer right, left, back, forward.
If this dosnt work You have a problem!
