Okay, heres how: (I'm using the rain decal for an example).
Convert the "decal.dds" to "rain.bmp" and place it in the
entitiebank\generic\decals folder. Then copy and rename any decal FPE to "rain" and open it. Make sure ALL the text containing the decals name is changed to "rain", and that the sound path is set to wour own custom one for the most realisticness.
