Can I make a 3D game with Play Basic? Because in the Tech Demos I saw 2 3D Games: Wolf 3D and Software Render

And can I program my own 3D(if I can)/2D motor?

i dont think you can. doesnt it say "for making 2D games" in the title description?

That's really weird. You'd expect PlayBasic to be completely 2D because that's what it's description says. But yet you can make 3D games. Scary

The 3D engine "3D Zone" by Jedive that Flashing Blade linked to is not part of PlayBasic.
As for the original question. Yes, theoretically you can make 3D games with PlayBasic, just as you can make 3D games with QBasic or any other language out there. But unlike DB(pro) PlayBasic has no inbuilt 3D engine and the 3D environments in tech-demos are entirely software based.
