I personally would find myself a lovely rpg creator...many can be found by googling-rgp creator, and go from there. I had trouble downloading them because of my 48k(it says 56k but it lies!) connection... but thats where I'd look.
--edit--
oh yeah...and most of the ones I found were completely 2d...so good luck with finding a 3d one if you need it in 3d lol...

In my opinion there is not one single game maker out there that will accomodate what you need. Sure, there is RPG Maker, but I'm going to assume you want 3D. Without programming knowledge? I highly doubt that too. You could always try Quikly 3D Pro (which is a program made in DBPro, you can search for 'Quikly' in the WIP board), but I don't know how well that does with RPGs. Other than that, I have no idea how you would go about finding a fully-fleged game maker. You can try RPG Maker 2000/2003/XP if you don't mind 2D though.

EDIT: Don't expect to make a real LoZ: OoT/TP clone either, that sort of result requires programming, and you would be lucky to make anything near that good if you managed to anyway. Nothing against you making a game, I'm all for it, just don't expect to make the next Zelda.

EDIT 2: Also, unless your question revolves entirely around 3D, this has been posted in the wrong forum.

Yeah should be in the Newcomers forum. Anyway, don't get too excited!!! I highly doubt you are going to be making zelda game anytime soon. If you want to make games and don't want to program, try the 3d Gamemaker or Playbasic (note that Playbasic is not 3d). But if you wish to learn programming games, choose darkbasic or darkbasic pro. Plenty of tutorials around for those languages. TGC Community is here to help as well. Good Luck!
