If you mean for a game in DB then the cell shading doesn't come in until you are in the game...
at which point you either
A) Apply a cell shading shader
or
B) make a black inverted duplicate (you take the orginal model...texture it all black, then reverse the direction of the faces) and you need to scale it a little bit bigger than the original model, then you position it at the same place as the original model and you have a cell shading effect...(or at least i think...i've never actually done it before
