It was suggested that if a game were created using DB Pro then it may be necessary to purchase a license from Microsoft since the game will use Direct X.

Is this fact of fiction?

DirectX is free... The DirectX SDK is free...
Ergo, no payment needs to reach Microsoft.

But I'm sure if Microsoft could find a way to make a license for DirectX required and all..... I'd have to say ALL HAIL OPENGL! But nah, it is too wide spread now that Microsoft could in no way charge for a license to use it.

The whole point of Direct X is that it is free to use and distribute, if it wasn't everyone would go for OpenGL, and that is multiplatform, giving some business to other OS's and Microsoft wouldn't want that

DirectX is a patch because of a bugger up Microsoft made in Windows 95 ... if they charged for it there is a large chance most of the industry would boycott the Windows Operating System.

Believe it or not OpenGL just isn't stable enough to take the Graphical Place of DirectX - remember it isn't just a basic Graphics APi, but is within every single Driver ... but is a Generic Driver.

So the simple answer is, no you won't owe Microsoft Money - its like using the Windows OS, you're not charged per usage - only a one time fee for access to it
