Is there a .DLL that can identify whether a file is hidden? Because, Dark Basic's "Perform checklist for Files/Directories" commands identify hidden files, but cause errors when you try to access them. I have only limited proficiency with C, so I do not know what command(s) would tell me whether a file is hidden or not. Any suggestions?

Using the API FindFirstFileA to search for your file will put the attributes flag in the WIN32_FIND_DATA structure. Check out that api on msdn for more information.
