Firstly. No one can tell you why something may not be in FPSC except TGC - ask them if you want to enquire.

Secondly you can achieve anything you can achieve using jpeg files with the supported formats. If you have pics you want to use as decals then you use .dds

I have not researched this but I'm pretty sure the bmp or jpeg imaged would have to be the same file format that the decals in fpsc are, or maybe you have to make a 3d object and texture it with your image.

I know it can be done because I saw a screenie of someones level with a custom decal or sign, I'm sure it is in the forums if you just do a search. In fact I should be working on something else but I will do a search.

I did the search and did not find much but like uman said, there is a dds plugin for photoshop floating around here, another search!!!

dds Tools
http://developer.nvidia.com/object/nv_texture_tools.html

you can also use the tga format. Just about any program will convert bmp or jpeg to tga

I'm not sure I understand your question, but maybe what you want to use are overlays. These are like decals but aren't animated.

FPSC converts tga files to dds automatically. I'm not sure about jpegs, but I think Irfanview (mentioned in the manual) can convert them to tga, anyway.
