Normal maps is what is being used in new games, DBP can support it if you download the shader for it. They're like bump maps but look more realistic, and the maps certainly look weird

And from my knowledge, no blender doesn't support them, heck C4D just started supporting them But Mike S has a normal map generator in the wip section

kool I had thought they were images which added/changed the actual geometry of the object

There are two ways to make these, as far as I am concerned. At least graphically, that is.

1) Make a high-poly model, as high-poly as you can simply make it. Everything from bolts to wrinkles should be modelled in 3D. When you have done this, you'll use tools to capture the way light responds to the normals in the scene and save that data to a file. This is a normal map - a map saving the normals, simply, and the way they react to light.

2) Go to nVidia's website and download their Normal Map tool, which is a filter for PhotoShop that you can make quick and dirty normal maps with. Looks good, but not great. But as opposed to making a high-poly object, it takes a very small amount of time.

I hear Zbrush is sweeeeeeeeeeeeeeeeeet for normal maps, thinking of buying it at some stage, but I guess it would be out of your price range, but it is the kind of tool I would use to export with normal maps

But, I think MikeS's normal map generator uses bump maps, ooorrr you could just use the photoshop filter on your bump maps as suggested by ento, there are many possibilities, I mean I will prolly start playing with em next week with my time off, might be quite effective in my game

You can generate normal maps in blender. It takes a little bit of doing, but not much. there is an article on www.blender3d.org about it somewhere. I think its in the 2.36/2.37 release notes.
