Yes it is. Here is an example:
Add a cone object and use the knife tool to add some segments between the bottom and the top.
Now add a bezier curve object and shape it into how you would like the cone to be shaped.
Then select the cone, add a curve modifier, and in the field type the name of the bezier curve.
The cone should then deform to fit the curve. If you want it to be smoother, just add a subsurf mod like i did. If you press Apply on the curve mod, it will delete the modifier but keep the transformation of the curve as it was when you pressed apply. This way you can make an object, apply the mod, and then edit mesh.
