I think the static models would not be too difficult to convert for FPSC use. They come in 3ds format which you must convert to X or DBO. There's a few free convertors on these forums. Then to get them into the FPSC as entities you could use TGC's entity maker (free) or if you need a GUI then Bullshocks entity maker.
When it comes to characters, I really can't say. I've been making some characters, and I think to convert those models would take abit of work, including some knowledge of a 3d program.
Looking at the pricing of the packages, I would say to wait a bit. There are a few people here on the forums working on some model packs. Bond1 is working on the TGC model pack. Do you already have the TGC model pack #1? If you don't, might want to check that out.

Currently, when you build and distribute your game with FPSC, the models and media are not protected. So to comply with the license you would need something like FPSPack (http://fpspack.rastaworld.com/) which has a free and commercial version.
