I created a character in wings and exported it as a 3ds to 3dsmax, but when I began manipulating each limb I noticed that the "centers" that the limbs rotate around weren't the centers of the limbs, but rather 0,0,0. So my head, which is about 10 units above 0,0,0, when rotated on the x axis, will rotate as if the head is orbiting 10 units away from 0,0,0.

Not sure if I explained it too well, if you need some screens just ask. As for the question, I was wondering if there was some way to change the position that the object rotates around (preferable to be the exact center of the object)

Thanks,
- RUC'

Select object goto Hierarchy tab - click Affect Pivot Only - Then click Center To Object. This will place the axis in the centre of the selected object.
If you are going to be using the object only max, this is fine. If you are going to export the object, apply a Reset Xform (Utilites tab) after adjusting the pivot. Then collapse the stack.
