I'm wondering how I can make a Wandering character that just moves about on your desktop, so that you can do other things at the same time. Could anyone give me pointers or code to help me? It'd be greatly appreciated!

The only thing I can think of that wouldn't require a dll is to set windowed mode on, set the size of the window to be small enough to just contain the character object, and then outside of DBP right click the application, navigate to it's properties and set it to always stay ontop.

no, you would have to save the coordinates of each point in a text file and recreate it
