When making a tile engine do you still make it the same way you would for top down view or would it have to be made different for isometric
view?
Basicly like diablo,I understand how to draw the tiles in a art program but is the engine itself different? is the tile grid rotated at a 45 degree angle?

Nope it is made so that you can see buildings, infantry, vehicles, etc. 3D. Isometric is not 45 degree angle! I added an isometric example. C&C red alert 2 is made on the isometric way. But because they can make games look more 3D without using isometric grid. Is isometric not anymore much into use.

ISOMETRIC EXAMPLE:
I MADE THIS SELF AND IT IS JUST AN EXAMPLE NO 45 DEGREE ANGLE USED.

Note: 3D doesn't still exist on your monitor. It is still 2D. You see it 3D but it is still 2D because you can't see the REAL depth.

Computer isometric really means brick shaped pixels, like double width and using these as slants to make horizontal lines. Real isometric is 30 degrees, but the principal is the same, a lot of the techniques in creating isometric drawings migrated to the pixel variant, like how to draw a perfect curve or project sizes nicely.

There is another thread kicking around here, about fallout 2D artwork that has a number of pointers for isometric graphics and game creation.
