Try COnnors Decal Maker, its around the forums somewhere....try to search "Decal Maker"

I just bought it a few days ago, and the decal feature is fantastic and tremendously easy to use. Can't recommend it enough.

(I'd also like to say that I'm not affiliated with FPSCOnline in any way other than as a customer - I just really like "Signs 3").

or for floor overlays, you can just use the existing mesh for such things as blood, copy and alter the copied fpe with your own overlay tga. For walls , the sighns programs as mentioned above are great.
