3 Dimensional Chat / Toon Shading and Lighting

Before I start on my question, I am going to go ahead and freely admit that I suck at anything to with Modelling and Texturing, and I am still learning just the basics.

I have finally built a character that some how resembles a human and am getting ready to texuture him, but I wanted to know how cel/toon shading is done at a modelling level. I want my game to have a cel feel to it, much like the Megaman Command Mission (http://www.gamespot.com/ps2/rpg/megamanxcommandmission/screenindex.html)

How do I accomplish this Cel shaded look when texturing my charecters? Is it just a special patlette used? If so what colors should I be using?
Or is it done in DBP by using shaders? If so, is there any way around this because the laptop which i have to use for the next year has a 16mb graphics card.

Edit : I tried the method where you just copy the model over and invert and it just gives you a nice outline. What i want to know is the colors that i should use and the lighting in DBP to give the cel shaded look.

Hey Gokul, haven't seen a post from you for ages

In answer, in DBP cel shading is done through shaders, as it has a built in cartoon shader I would use that.

But normally in a 3D program cel shading/toon shading is a rendering trick that can be applied to your scene, I'm afraid it cannot be achieved through textures. The alternative to shaders maybe to play with the ambience, in David Gervias thread his model had the problem of being imported and looking flat and the solution was ambience. Play with those, either in DBP or the modelling program, which ever works best.

Your answer was what i was afraid of. I don't think this crappy Mobility Radeon can handle shaders, and my old computer is busted. I guess this is where the road ends then.

Actually, see if you can find Bizar Guy to talk to - he did Block Man in a cel shading style, without using shaders.

Thanks Tinkergirl for your help but i've already checked Bizar Guys Threads. I understand the copy,paste, invert idea. But that is not enough to give a toon shaded look. Its also the texturing, which comes out pretty bad in DBP. I'm going to go ahead and mess with the ambiance next.
