phy set rigid body sleep angular velocity
phy set rigid body sleep linear velocity
phy set default sleep angular velocity squared
phy set default sleep linear velocity squared

These commands don't appear to do anything.

I've got a ball rolling on a plain, the ball eventually slows but never actually stops.

These commands specify the point at which the body is no longer calculated in the simulation. They don't stop the body, just indicate when it should be considered stopped. Otherwise, a ball doing 0.0000001 km/h would still be calculated every cycle.

Yes I realize they don't actually exert stopping forces on objects, and they are supposed to set the movement threshold at which they should stop being manipulated by the physx system. However, i've tried very high values for these commands and they don't seem to put objects moving very slowly to sleep.
