Making an installer at it's basic level can be done in any programming language, even using DOS commands. It's simply a matter of copying the files from a CD (or whatever) to the hard drive. You can get as complicated as you like, adding options such as creating shortcuts, running the program after install, sounds, graphics, videos, etc.

If you want an installer that someone has already created, just search "installer" and you will find many to choose from.
