You could start by checking up the http://www.thegamecreators.com/

The FPSC is a simple program which allows user to create a 3D First Person Shooters in a moment, no actual programing skill is required. 3D game maker allows you to do many kinds of 3D games, but it's kinda limited and is meant mainly for kids.
