maybe it was someone else

unless you need to use a specific port the answer is no - DirectPlay will automatically associate a port to the address, and to a degree so will the standard Windows IPX/UDP protocols.

ports are generally used in games to make programs like ASE and GameSpy3D know what ports to check for specific games so they can ping quicker rather than finding out what game is being played as well.

for example the defualt port for JK2 is 28070 and for Quake3 is 26000 and when your running these ports you don't have to tell the online networks what game your playing - else they'll come back saying your playing Quake3 as thats the netcode it detects
