Apologies if this has been asked before, I searched and couldn't find anything.

I'm looking for a fairly simple-to-use program to create ".X" format graphics files usable in DBP.

milkshape is only $20 US and will be a good backup plan for conversion tools as it can open many game files of todays standards as well as export x with animations to DBC/DBP.
it lacks in UV mapping however compared to other products.
