Make a bunch of limbs out parts of everything and if you hit a specific limb it flies off.

Or use milkshape 3D to make an exploding animation of every object and you can hit it and it'll break like glass.

Dude, you've got to be joking. Does anyone read the rules nowadays? The other questions were normal, don't get me wrong, but don't be dumb. Read the rules.

I should count these.

but if you want my opinion, the best modeler for characters, weapons, vehicles and all that other small-entity crap, get MilkShape 3D. For building worlds you're going to want a tool made for world-building, hence 3D World Studio. 3DWS is well worth the $80 USD for the digital version, although i've never tried it myself it looks like the best though. Odds are you can make extra limbs and crap for walls and the like as well, as extra blowoutable pieces. Detecting collision against specifit limbs is up to you.

I think the best 3D modeller is Paint...

For newbies I would look at these sort of programs, as the bigger programs won't be within your reach, even Blender, but I'd give blender a go anyway as it is free.

Milkshape - $20
Wings 3D (Model only) - Free
Anim8or (Animation doesn't export) - Free
Blender (Most people don't like the interface) - Free and powerful
