You can make a HUD image with the cheat codes explained on it and script it to appear when you press a key in game. You'll have to display that "key to press for console" or whatever information on the first loading screen or before the game if you use a front loading program. (e.g. press C for console)
Then script the keycodes to do what you want (search for cheat codes) and when the player uses the console key in game, it will display the available cheat codes or he can type the codes in directly.
It would be easier to have them use the console method and then assign the cheats to just one key. For instance, whenever C is pressed the script brings up the console and waits for a key press associated with a cheat, or the player presses C again to close the console. Easier to remember and script, anyway.
You could also display other info on the console such as key assignments for game play/movement/weapons, mission info, etc.
