I've written a dll using C#.NET 1.1, how could I call the functions from DBP?

Would I have to just create a wrapper in C++ or could the .net dll be used?

either a c++ wrapper (defeats the purpose really) or use ZK's cool converter. Thats what I use for all my plugins, havent had a problem. The other supposed tools that do conversion don't always work and tend to be flakey. ZKAT8IT's DLL converter is the dogz arse, plain and simple. Search this forum for info

Also, Styx (if you're prepared to buy it of course) provides functions for calling into .NET based DLLs etc. But as teh Rustler has mentioned, ZK's conversion tool is ideal.
