Theres some great alternatives.
You can check out flex 4 beta free from http://labs.adobe.com
The flex framework is free and allows u to code in actionscript 3 as well as mxml.
You can use any editor u like and compile your app via commandline or using a ide like eclipse for free.
theres also SE|PY or FlashDevelop.
If your looking for flash to make animations than u can try swish althought its not free. But, if your looking to code and make some real apps. There are plenty of free alternatives.

I usually make games. I have cs3, but don't use it. I usually make games like platformers or top-down games
