Do you need Dark Lights to make a mod? Because Dark Lights cost $.
Also, Lee said that X9 is open source and DB Pro is free, so we can make a mod for free. But if you need to buy Dark Lights, than I can't make a mod for free!

Download dbpro and update 7.5 extras or 7.4 extras and use the source code

Some people find that when they try and compile it requires DarkLights but some people find that it works without needing it.

The best way is to download the source code and try and compile it.
