-The ability to completly remove sections through trigger zones
-Daanges effects for wall segements (e.g. pillars through walls damages, dagaling electrical cables)
-Ability to rotate entities along the z axis
-Enchance the engine to allow for larger outdoor areas
-Ability to set off "explosions" and let debry go flying through the area

people are like slinkeys, serve no purpose in life but make jump up in down in amusement when you push them down the stairs

All very possible. For the rotation, simply use 5 or 6 when its in the default position.

For outdoor, you could get a performance enhancing mod.

Explosions are possible through scripts I believe.

As for the other ideas, I really don't know if they're possible or not.

You can rotate entities in all directions, use the 1 - 6 keys, when they are in different directions, the keys do different rotations
