Can TGC possibly provide tools to release ipas with the proper credentials without possessing a mac? It could be similar to the old apk builder, it would remove a barrier to expanding to the app store for me.

Apple does not make it possible to compile ipa's without a mac. If you do not own one (or want to own one), I would suggest taking a look at a cloud based service.

Actually looking into it more, I think that it's talking about something else, the AppGameKit player application. Not applications that have been developed.
