Not sure whether this should go here or not, I'm pondering this, even though it is clearly a 2D image, you may be able to create it easier in a program that is used mostly for 3D graphics.

Any modeler can do it,like they did in Escape From Monkey Island.
I suggest Wings3D,TrueSpace or Milkshape...You may find Truespace much more suitable if you want to make pre-rendered scenes though.

any program with face selection & extrude will make it... depending on the complexity of the scene depends on what proggie you'd want to use.

personally i'd suggest Gmax

I'd use Anim8or because I know how to use it. Anim8or is a 3D modeller, Animator, and renderer. Originally the picture would have been draw in a 2D art package, possibly Deluxe Paint. You would need an Art Package with Onion Skin Animation frames. That means that you can see the last frame of an animation as a transparent ghost so that you can draw a new animation frame with the leg or arm moved slightly for walking etc.

You could use layers to do the same thing, fiddly but might work well on animations with less frames.

For sprite animation, I'd be tempted to write my own sprite editor with all the features I need.

Raven, I heard that u use Gmax. Personally I use just Max. I've tried Gmax to Q3 and I think that Gmax is kinda buggy. And DarkSith, about Poser3... Export an animation from there, at least 3ds, you will end up with as many models as you have frames.
Ex: You make a walk-animation with 30 frames, export it and you'll end up with 30 different models for each frame. And the name of the files would en up like this. NameofFile00.3ds, NameofFile001.3ds etc.
I've been looking all over the net for any exportplugins for MD3 and mdl files and even .X files.

Poser exports bmp's as well as 3D models, and I presume that 2D is the best way to make Monkey Island. I would make it 2D anyway.

?
you must've misheard, i use 3D Studio Max 5 & Gmax Developer 1.3 - i also use SoftimageXSI & Maya

and the md3 in gmax is no less or more buggy than it is in max5 as they use the exact same exporter.

the best place for max based plugins is http://www.maxplugins.de
