Is there any way to make a wall of lets say ice that you can see threw a little but not all the way. I would assume this would be done with a alpha channel of some sort but is it possible?

Just make the texture absolute black (rgb 0,0,0) where you want it transparent.

But than its totally transperant. and he wanted to go for a "ice" look so sort of semi-transperant...

Yes it is possible just like in X9.
If you use photoshop...than you must open the alpha layer.
White is for non-transparent....true black is for invisible.
And the grey variations are transparent depending on what value you are setting them...
for example:
The closest color variation to white is almost non-transparent...
and the closest to black is almost invisible...
So you can variate between them.
