Where can I find an art program thats better than MS Paint?

I'm thinking about making a 2-d side-scroller, but I don't want to use pre-existing sprites, I'd rather make my own. I realize this is possible in Paint, but I was wondering if there as a better program that is also cost free.

Seriously, are sigs even worth it?

i find gimps interface hard to use. I like Paint.NET's except to deselect things you can't just click randomly and moving small selected images is hard.
