Depends on the quality, and type of sprites you want.
If you're looking for REAL PEOPLE, Animals, etc.
I'd suggest using Poser 4 or 5, but it's expensive. http://www.curiouslabs.com
If you want cartoon-like characters, you can use MS-Paint in a pinch.

Yes, photoshop is good, but it's good for what it was designed for. In general, this would be manipulating existing pictures (not so much creating art from scratch).

Photoshop is actually the tool of choice amoung 2D artists that I know. A good friend of mine does album covers for bands in Hollywood.

Here is the process he uses:
1) draws picture on paper using black lines
2) scans the picture in
3) uses pen tools to create selection paths for the different parts of the drawing
4) using selection paths, 'inks' the lines to the proper width on a new layer
5) creates a layer under the line layer
6) uses the selection paths again to paint (using airbrush tool and his Wacom pen) the various areas of the image
7) deletes the background, flattens the image.

although this is a lengthy process, his work is incredible. here is his stuff:

Photoshop is the industry standard for 2D art.
Unfortunately, it's also the most expensive.
Paintshop Pro 7 will do juat about everything Photoshop will for $100 or less.
And MS-Paint comes free with Windows.
Most people who are into 2D game making don't need, want, or can afford the high-end programs.
Poser is for those of us who want a higher lever of detail.
Although, it's latest version's price is approaching Photoshop's range.
