to create a plugin or something that lets DBC load .Mdl files for mesh deformation animations?
Please answer because if not I'll just spend $100 for DBPRO

I would have to say - "highly unlikely". I'm sure it's technically possible on some level, but no-one has ever done it so you'd have a looong wait.
