First thing to remember is that the metric system has a base of 10.
The prefix will tell you the quantity of meters.

Kilometer (km) = 10^3. (1000)
Hectometer (hm) = 10^2. (100)
Decameter (dm) = 10. (10)
Decimeter (dcm) = 10^-1. (0.1)
Centimeter (cm) = 10^-2 (0.01)
Milimeter (mm) = 10^-3. (0.001)

To convert to decimal, first convert the imperial quantity to inches, and multiply the quantity of inches by 0.025. You will get the result in meters, then just convert from meters to the target quantity:
Convert 1 ft to km:
1 ft = 12 inch.
12 * 0.025 = 0.3 mts.
0.3 / 1000 = 0.0003 km.

Convert 1 ft to mm:
1 ft = 12 inch.
12 * 0.025 = 0.3 mts.
0.3 / 0.001 = 300 mm.

Convert 1 mile to km:
1 mil. = 63360 inch.
63360 * 0.025 = 1584 mts.
1584 mts. / 1000 = 1.58 km.

Convert 3 miles to cm:
1 mil. = 63360 inch.
63360 * 0.025 = 1584 mts.
1584 / 0.01 = 158400 cm.
158400 * 3 = 475200 cm.

Hope that helps.

Edit:
In fact, the conversion factor is 0.0254. My bad.
