What program or website do you use to make portfolios? I have search. But i want to make a pro looking one.

If you want a "pro" looking website, it'll come down to your artistic skills. I use Photoshop, others might use Paint Shop Pro or Gimp.
For actual coding, I primarily use Notepad++. Then there's Dreamweaver and MS Expression. I was never a huge fan of Dreamweaver and I only recently got Expression this week, haven't had a chance to look at it yet.

Dream-weaver is very good, and makes image-based websites very simple. But it does cost a lot obviously
