I don't have much to go on, but I believe I saw it on the Sci-Fi channel back in the day when they used to show anime for 1 solid day out of the year. All I can really remember about the show is that it had a bunch of human mutants. Like guys with arms coming out of their head or something. They clothing appeared primitive, but the main character looked normal. The main character I think was fighting them, or maybe he landed on the mutant planet and was lost or something, I'm not really sure. But if anyone knows what I'm talking about, the humans with random deformities should ring a bell.

I've tried searching online and coming up empty handed after an hour.
