Well... euh... being the author of DeleD 3D Editor, I would of course recommend DeleD. But of course, all depends on what you want exactly. DeleD is essentially a 3D editor with which you can easily create entire levels (see the screenshots on the Delgine site). But it will not allow you to place monsters, doors and things like that. Maybe level editors of released games like Unreal would be interesting for you.

the best 3 i`v seen are Quill 3D,CShop and DeleD. but if you want to more contral over monsters,doors and stuf make you level model then load it in to DB and then add the monsters,doors and stuf, then save there data to a file thant you game can then load.

CS3 is quite powerfull if you use my entity exporter. this way you can place sounds and monster on level creation and just have to place them at the right spot which you find within the entity file.
