GPU = graphics processing unit, whereas a card is where it all fits on. I suppose you could fit 2 GPUs on a single card.

NVidia boasts that the 690 is the combined power of 2 Keplar GPUs.

So this pretty much goes with what The Zoq2 is saying. 2 680s on SLI would be better than a 690, which is 2 GPUs on a single card. But card vs card, the 690 is significantly more powerful.

A GPU is a chip that is on the card, whereas the card has memory, heatsinks and other things that go with it, if I'm not mistaken.

I should point out a few things.

You can buy water cooled units that are completely permanently sealed from corsair. No need to go caulking up your PC case lol.

If you are buying a new GPU it would be wise to get a card in the 2gb VRAM range or greater. The consoles are upgrading to 8gb unified memory. Playing next gen titles you'll start bottle necking on VRAM if you are still stuck with a 1gb card.

SLI and Crossfire can save you money. If you invest in a motherboard that supports them then you can purchase a second copy of your video card for cheap as its getting older to almost double your performance.

More ram is better than faster ram in most situations. It's less an issue these days after ram price fixing was caught and ended. Now ram is cheap enough for people to afford.
