One way would be to create a plain that faces the camera and texture it with a lightning texture, then ghost it or alpha blend it.

All you would have to do then is position the plain where you wanted it and show and hide it to make the lightning.

I don't keep track of where I post things and I can't use a animated texture because I'm trying to create basic weather and animated texture just wouldn't look good.
