2.) V2 will still include the complete V1 command set (with many new commands and perhaps some minor changes to existing commands). So regardless of if you use Tier 1 or Tier 2, your app's source code should be directly portable to V2 with few modifications required. During the beta releases complete templates may not be available for all platforms but the main ones will likely be included (Windows/iOS/Android). With 108, the templates were hit and miss during the early beta days (especially for Tier 2) and often unworkable without some manual user modifications, which Ancient Lady did a great job maintaining on the community wiki.
3.) I'm pretty confident that the first V2 beta will be stable enough to build and distribute apps; it is expected to include all of the features through the first stretch goal of the Kickstarter timeline. v108 has been used to release apps at all steps of its beta status and is in a pretty stable state now. However, Paul has warned previously that the new beta features could still be substantially altered in a later build so it's not officially advised to release with an unstable build. But if you can run the app and test it on the devices and it works, I see no reason why you couldn't release it. Again however, templates for all platforms may not exist in the early beta packages.
