Guessing it's a binary the main application can't find or get permission to. May also be a permission being denied to access a memory resource. Usually, in my experience, the cause. I'll bet OP is running Vista or higher.
OP: as stated, you need to post most info. But make sure you have all the right permissions and make sure you have all the dependencies.
Edit: Try disabling your antivirus before running it too.
