Making segments is pretty easy. The easiest way is to buy FPSC Toolbox (look it up online). Just create your images and run the program. You can also do it from scratch, but I don't know how to do that.

You can use any 3d modeling program to make a character and save it in .x format but it is pretty complex. You have to match the animations and so forth.

Go to where you installed FPSC in the "Docs" folder. There are tutorials on pretty much everything you need to get started.
