There is absolutely no proof of these icecaps. Water is what the Spirit and Opportunity have been sent to find-- or at least, traces of it. It's far more likely there is no water or ice on Mars-- and there hasn't been for millenia.

That's just a theory, one of the many tens of them that people have about Mars. Scientists like acting like they're sure about these things, but they're not, and they're constantly being proved wrong...

Planetary terraforming is technology we don't have, and probaly won't in the next several decades.
