That particular games was made in blitz, but you can do the same effect in DB.

Just get an image of a glow, make a plain and texture it with this image. Ghost the plain and position it where your light would be, and point it at the camera.

You have to make it yourself, using MSpaint or photoshop/suite/studio/draw... etc

Make a black 256x256 (or 512x512 if you want) image. Place a white circle in the center (about 80x80 in size) and blur the max! (Blur/Average/whatever)

This should give you a basic light texture. I dont have PS7.0, but Im sure it will have the blur option
