Did you read anything in the Team Requests section at all?
It's full of posts about games that will never happen, and we all go there to mock and laugh at the newbies trying to get people to make their game with them.
I haven't read one that had a complete mind change by the second post!.
You need to sit back down and decide on a basic game idea that you can develop into a design brief, including plot lines, character concepts, building concepts, maybe a few test demos to try out the thoery. Then come back with a solid gameplan and knowing exactly how many people you need. If a team request post does'nt look like you spent some time on it, then nobody will ever want to work with you. I don't mean to lecture you here, but it's not a problem for you to start a project then dump it within a day or two, if other people are involved however, it's a whole different ballgame.
When you start planning you want just a few people, and you want to say to them - here's some concept sketches, see what you can come up with, or here's a rough layout of what the buildings need to do - what do you think the priorities are in our engine. etc etc etc.
