Is there a FillCircle command in DB?... just the regular version...

oh, also, is it just me or are MSNMessanger and Hotmail down?

Yeah, hotmail's pretty jacked up.
Unfortunately I haven't seen any FillCircle type command, unless the default CIRCLE and ELLIPSE commands do a filled circle already. You could write your own function to fill in the circle, but that could take a while. If I were you I'd just make a filled circle in MS paint.
