The book starts out covering both DBC and DBP, but after a while it covers commands only available in Pro or if you have the enhancement pack for DBC. If you are completely new to programming it's a nice place to start.
The programming part can become a bit tedious, but also can any type of work in life, and creating a game is definitely a lot of work. That's not to say you must write the whole thing before running the game, you can run the program at any time to see your progress.
As to your question

The answer could vary. Using DarkBasic code is easier than making everything in C++. But the easiest by far would be some game creation tool where you click buttons and the game comes together like that. But usually these are limited and really not worth the money or your time. If you were looking for a career in game development don't be disheartened, though. Game development has become to big that you need all different types of professionals working to get the finished product.
