Can Dark BAsic make the intro of the game, the levels all the way through, the cut-scenes, save points, & all of that other good stuff including loading chracters?

It can use those resources, but most of the resources are created in external modeling and animation programs and the like.
See the 3D chat forum for an example of the tools used as part of the game dev process.

It's not like those click together game creators where you're limited to what you can do. You can do anything within your abilities

When I was starting with DB I had the same question, but got really really solved with these two GREAT tutorials
