2D All the way! / Can The "Gimp" make Isometric tiles?

Theres this neat little tutorial on page 10 and 11 of this link showing how to make Isometric tiles.

And It is aiming for Paint shop pro users. I tried to figure it out but after I rotated the image 90 degrees I couldnt figure how to resize and unconstrain the image using the Gimp. Does the Gimp have similar options?

I followed the tutorial in GIMP and it is possible.

After you have rotated the image choose "Image > Scale Image" from the menu. A dialog will pop up, ensure that the small chain next to the ratio x/y boxes is not locked and change the height in the height box accordingly.
