is it possible to create a city sceen (in MSPAINT) and paste it onto DBpro, then paste an image and have it walk around using collision for the houses and what not. and then using this instead of creating a tile editor?

Yes you can do that. You could do it the same as tiles, or you could use screen zones for your collision. Screen zones are the same as button commands, so you can search for buttons, and you will find the right commands. Or you could put sprites in the places where you want collisions.
